Functions of the UNO office

1. Upazila Nirbahi Office

1.1 Introduction

 

Each upazila has an upazila executive officer's office. This office is under the Ministry of Public Administration, under the Divisional Commissioner at the divisional level and Deputy Commissioner at the district level. The Upazila Executive Officer represents the Central Government and assists the Upazila Parishad in its work at the local level.

Activities:

 

A significant task of the Upazila Nirbahi Officer's Office is to implement all kinds of decisions of the Central Government and to coordinate the work of different departments. He was also in charge of general administration, revenue administration, criminal administration and development administration. Other responsibilities are:

01. Supervise law and order and development activities

02. Implementation of various activities of the government.

03. Supervision and implementation of development work of the government.

04. Pre-preparation and subsequent necessary measures to deal with various natural disasters.

05. Communication system development.

06. Implementation of various developmental projects through Union Parishads.

07. Adoption and implementation of shelter projects, model villages, housing projects.

08. Resettlement of helpless people in different shelters.

09. Lending housing and making them self-reliant.

10. Lending to the tribals to make them self-reliant.

11. Visiting secondary schools / primary schools / madrasas and improving the quality of their education.

12. Primary school repair / renovation and provision of furniture.

13. Settlement of local land disputes.

14. Various plans for tax collection in the Union Parishad.

15. Collection of land development tax.

16. Conduct mobile courts to stop jerks.

17. Work exchange food program

18. Distribution of disaster relief materials and implementation of VGD, VGF, extremely poor employment programs.

19. Investigation and disposal of general complaints.

20 Roads, bridges, culverts, inlet construction and renovation.

21. Implementing their own departmental activities in coordination with different departments of the upazila.

22. Conduct all types of public examinations.

23. Mineral resource maintenance.

24. Fallen Jalmahal leases among the unemployed.

25. Employment of unemployed youth.

26. Pay old age allowance

27. Paying widow allowance.

28. Providing disability allowance.

29. Providing allowances to the distressed freedom fighters.

30 Celebrating various national events announced by the government.

31. Conducting elections at the national and local level in a fair and impartial manner.

32. Establish cyclone center.

33. Provision of honorarium allowance to the Chairman and members of the Union Parishad and salary allowance to the Mahalla.

34. Conduct mobile courts in accordance with customary law.

35. Development of local culture.

36. Game dust quality development.

37. Maintaining social harmony.

38. Agricultural development.

39. Ensure appointment of fertilizer dealers and distribution of fertilizers.

40 Formation of cooperative societies and lending.

41. Section 144 of the Criminal Procedure Code issued if necessary.

42. Supervision of Upazila Development Fund and Revenue Fund.

43. To take decisions of the Upazila Parishad and to assist in its implementation.

44. Coordinating the activities of different departments.

45. Arrange training.

46. Conduct various public examinations.

47. Priority based projects of the government: Implementation of Adarshagram, Asrayan, One House One Farm project.

48. Conducting General Certificate litigation.

49. To manage the hat-bazaar.

50. Primary and secondary school inspection.

51. Issuance of certificates of activities of various organizations.

52. Bulk Allocation / Distribution of Special Grants.

53. Preparation of voter list.

54. Providing encouragement and stimulation of scouting

55. Food grain collection

57. Honorary allowance of freedom fighters

58. Informing the people about the new programs of the government

59. Inspiring people to overcome social problems (dowry, child marriage)

Office Super, CA, Office Assistant and MLSS under the Upazila Nirbahi Officer are responsible for the proper management and implementation of the above activities and co-operate with him in general.

Offices: There is no office under the Upazila Nirbahi Officer.
